What is it about web developers and accountablity?

I love the web. I love what web designers are capable of. Designers are smart and talented people, yet when trying to set firm completion dates for projects it is as if the rules of the "real" world don't apply. If I need "X" by a specific time and someone agrees to these terms either they deliver or they give a damn good reason why they didn't make it, plus a reasonable explanation of how they intend to make good. In almost all of my dealing with web developers I am assured that timelines will be met but once that time comes I am told something along the lines of "oh well, it will take more time." This is an infuriating and costly way to run any business but it seems the norm on the web. I'm not new to working on creative projects and have worked in many other areas of creative media. Am I wrong or do web developers get away with murder when it comes to being held acountable?
