Mr.Harrington is a robot. Built by the finest Soviet scientist somewhere in the iron curtain in the late 70's, he was intended to be an icon for soviet military superiority. However a lightning storm fused a circuit in Mr.Harrington's nuclear battery core causing him to go into berzerker mode as he then destroyed half of the Ukraine.

Applauded by the U.S. government Mr.Harrington was adopted by a nice couple living in the Greater Cleveland area where he grew up. He resides there today where he and his wife are expecting a half robot half human baby.
