Art arrives by means of signs, as does language. But I would argue that art is, nevertheless, not a language. Regarding language one can theorize meaning according to a theory of truth (here the philosophical tradition moves from Frege to Davidson), or according to use as did Wittgenstein (although he claimed he was not interested in theories). In either case communication is assumed to occur. Art making claims neither truth nor use, can hardly make claims to communication. I say this as prelude to answering, "No, it is not my assumption that the viewer will necessarily experience what I did in making the work". Robert Morris.
Have I reasons? The answer is: My reasons will soon give out. And then I shall act without reasons. Wittgenstein.
